Many subjects are debated in the Overseas Territories: the reform of the "octroi de mer" (overseas customs duty), the fight against the high cost of living, the return to the country, support for young people, employment, as well as investments for fruit and vegetable producers and in infrastructure. All these topics were the subject of 72 measures taken 4 months ago, in July, by the Interministerial Committee for the Overseas Territories (CIOM). Their goal? To concretely improve the daily lives of the people living in the overseas territories. In 4 months, how have the situation and measures been implemented? Analysis.
Significant Measures in Overseas Territories
The Prime Minister, Elisabeth Borne, and the Minister of the Interior, Gérald Darmanin, had announced impactful and promising measures in July aimed at the overseas populations, who are victims of numerous inequalities. The former Minister Delegate for Overseas, Jean-François Carenco, had already started the groundwork. However, it's now the turn of Philippe Vigier, his successor, to continue the task and successfully handle the dossier. On November 23rd, it was announced that 10 measures have been successfully implemented, such as covering the cost of a round-trip ticket for students returning to the territory at Christmas or during the summer break, while 15 others are in the process of being implemented. This approach has been greatly applauded! A review was conducted in Martinique, Guyana, Saint-Martin, and La Réunion, and for the occasion, the minister is in communication with representatives (mayors, presidents of local executives, and parliamentarians, in particular) of the regions involved. Guadeloupe, Saint-Pierre and Miquelon, Saint-Barthélemy, and Mayotte were also involved. These meetings lasted two hours per territory. Other meetings will take place in the coming months to assess the progress of various projects.
Long-Awaited Initiatives in Martinique
Issues such as access to water, soil pollution, anticipation of ecological transition, failing public services, inadequate housing, and the "Letchimy" law aimed at ending land indivision are also under consideration. The objective is to achieve quick and substantial results that will positively improve the living conditions of millions of French citizens in the overseas territories. The validation of the announcements was done legislatively in July, but the population has been raising concerns on these issues through protests and petitions for decades without success. The dossier is closely monitored by Gérard Darmanin after the abandonment of the "Real Equality Overseas" law promised during Emmanuel Macron's presidential campaign in 2017.
